Our three attorneys will discuss some of the most horrific, problematic, and scary ethical scenarios. But don’t be too scared, because these lawyers will also provide insight and wisdom on how to deal with these issues should they arise in your practice; how to avoid the traps that befell others; and how to assist your fellow attorneys in staying clear of the worst of the worst ethical issues. 

Mr. Alvin O. Boucher
Al has been a licensed attorney in North Dakota and Minnesota since 1984. He graduated from the University of New Mexico School of Law in 1984. He joined the Robert Vogel Law Office, P.C., shortly after that, and is now a shareholder with the law firm. He was first elected as Grand Forks Municipal Judge in June 2012, and was reelected this year. He has also been municipal judge in Emerado, Larimore and Northwood since 2006. In 2005 he became an affiliated faculty member at the UND School of Law, where he teaches Pretrial Practice and Procedure and Remedies. He was a member of Inquiry Committee East from 1996-1999; the chair of Inquiry Committee Northeast from 1999-2002. He has been a member of the SBAND Ethics Committee since 2006. He has represented lawyers in disciplinary matters, he has been a presenter numerous times related to legal ethics, disciplinary complaints, and legal malpractice.

Ms. Barbara L. Whelan
Barbara L. Whelan is the State’s Attorney for Walsh County, having also previously served as State’s Attorney for Pembina County and Adams County. A 1990 graduate of the University of Baltimore School of Law, Ms. Whelan practiced law in Baltimore for several years before returning to her home state of North Dakota. She was admitted to the North Dakota bar in 1993. She is married and has one daughter.

Mr. Alexander F. Reichert
Alex Reichert is partner in the firm of Reichert Armstrong focused primarily on criminal defense and other litigation. He is a member of the attorney standards committee of the State Bar Association and Supreme Court of North Dakota. He has represented lawyers and other professionals before their various disciplinary boards. While serving on the Board of Governors for the State Bar Association he served as Chairman of the client protection fund and oversaw a significant overhaul of that fund. He is a frequent lecturer at the University of North Dakota School of Law and various CLE’s.
