Secrets of the Courthouse

A free four-hour CLE aimed at new prosecutors and defense attorneys in the Bismarck / Mandan area! 4 - 6 p.m. on April 1 and April 8 at the Burleigh County Courthouse. The programs are planned for new prosecutors and defense attorneys practicing in the South Central Judicial District, and will be specific to the Burleigh and Morton County Courthouses. The programs are free and no registration is required.

The Merrill Doctrine and Federal Reinsured Crop Insurers

This hour-long presentation will provide a brief overview of the federal crop insurance program as well as discuss several key contemporary issues in crop insurance litigation. The presentation will focus on Merrill in particular, and discuss the early trend in litigation which developed where the courts applied the Merrill doctrine to alleged misrepresentations of agents of the FCIC as well as the agents of private insurers. In the early to mid 2000s, the decisions of three state courts (in Kentucky, Georgia and Tennessee) declined to extend the shield of the Merrill doctrine to federally reinsured private crop insurers. Most recently, the United States District Court for the Eastern District of Tennessee in the Skymont Farms v. Federal Crop Ins. Corp. decision revived life into Merrill and held it applied involving a federally reinsured crop insurance policy.

The presentation will then cover a proposed rule of the presenter that could balance both the interests of farmer insureds and federally reinsured private crop insurers in future cases involving the Merrill doctrine

Research indicates that traumatic and/or stressful events can affect children as young as one year old. Parents want to do their best to minimize the negative impact and keep their children from getting in the middle of the conflict between the parents.
Parents Forever™ is an education program developed by University of Minnesota Extension based on the research about the effects of divorce on children. Research on program effectiveness was conducted by the NDSU Extension Service. Parents Forever™ has been taught by NDSU Extension Agents for more than 10 years.
