Professional Experience
I was admitted to practice law in North Dakota in 1994 and have continued practicing in the State ever since. I have also been admitted to the United States District Court for North Dakota and Standing Rock Tribal Court. Since my graduation from law school I have been engaged in private practice. I am presently self-employed with Neubauer & Oster, Attorneys at Law. Prior to my partnership I practiced with an association of attorneys, Severin, Ringsak, and Morrow. During my legal career I have served as a contract and lead attorney for the South Central District Court and a contract attorney for the City of Mandan, Municipal Court. I also served as a lobbyist during two legislative sessions.

During law school I had the opportunity to serve as a law clerk for the Northeast Central Judicial District, a legislative intern on the Senate Judiciary and Senate Natural Resources Committees, and a law clerk intern with the Burleigh County State's Attorney and the law firm of Pearce & Durick.

I have extensive experience in family law and criminal law, along with experience in the areas of bankruptcy, personal injury, wills and probate, corporate law, contracts. I have significant litigation experience, having routinely appeared in district court, and having made multiple appearances before the Supreme Court of ND, and also in US District Court for ND.

Honors, Awards, Community Service
I currently serve on the Caseflow Management Committee, and previously served on the Lawyer Referral Services Committee. I am actively involved with the National Hemophilia Foundation and a Board Member for the Hemophilia Foundation of Minnesota/Dakotas. I served on NHF advocacy committee for two years, and have been a regional Board Member for six years. I contribute to the Volunteer Lawyer Program and have received recognition for my contributions in assisting clients. I am a member of the State Bar Association of North Dakota and American Legion Auxiliary. For the past few years have assisted the Adult Abused Resource Center with advocacy training and recently reviewed and edited a publication on domestic violence and victims rights for the Center.

Thoughts On This Judgeship
I believe that I have the background and experience which would allow me to make rational and fair decisions. I have gained much insight through my private practice. I have routinely dealt with highly emotional issues involved in custody disputes, and criminal proceedings. This has given me a comprehensive understanding of the litigants, the witnesses, and the attorneys, and would certainly give me insight in the courtroom and in the decision making process. I also have a good working knowledge of the district policies and procedures, court personnel, Judges, and litigants. I would strive to treat everyone in the courtroom with the utmost respect, while providing them the opportunity to be heard and a fair ruling.
